What are the National Officer positions?

There are five National Officers in the NTEU. Three are elected by the whole membership and are salaried positions (the National President, General Secretary, and the National Assistant Secretary), and two are elected by the National Council and are volunteer positions (National Vice-President Academic, and National Vice President General).

The elections you will be asked to vote in shortly are for the three salaried positions, National President, General Secretary and National Assistant Secretary.

The roles of each position are set out in the NTEU Rules and can be summarised broadly as follows:

National President
  • Be CEO and spokesperson for the Union
  • Preside at all meetings of National Council and National Executive
  • Manage policy development and implementation
  • Maintain liaison with government authorities and other unions
  • Act as Head of all official delegations
  • Edit all national publications except AUR
  • Be responsible for affirmative action within the Union
General Secretary
  • Be the registered officer of the Union to sue and be sued on its behalf
  • Arrange and conduct the business and correspondence of the union
  • Authorise expenditure and incur debts on behalf of the Union
  • Be responsible for keeping the records of the Union according to the Fair Work (Registered Organisations) Act
  • Be responsible for supervision and direction of NTEU employees
  • Be responsible for the finances and financial records of the Union
  • Take responsibility for all litigation
National Assistant Secretary
  • Assist the General Secretary
  • Perform duties as directed by the National Executive
  • Act on behalf of the General Secretary, and assume all powers of the General Secretary in their absence
  • By direction of the National Executive or Gen Sec make claims on employers, and initiate and manage litigation in any court or tribunal

But what do they actually do?

National President
  • Develops and implements national political strategy, including lobbying and advocacy for the union and members in parliaments and with political parties and members of Parliament at State and National level
  • Directs and oversees the work of the Policy and Research Team, including the undertaking of research and publication of reports by the Union
  • Directs and oversees the work of the Organising and Campaigns Team including development and implementation of key strategies such as the Growth Strategy and Active Member Delegate Strategy
  • Is responsible for all media comment on behalf of the Union
  • Develops national policies and strategies
  • Represents NTEU in national and international forums
General Secretary
  • Administers the National Office
  • Ensures that the Union meets all its legal obligations across a range of areas
  • Manages the Union’s finances, including developing and managing budgets
  • Authorises expenditure, including from the Defence Fund
  • Is responsible for all NTEU staff and staffing matters including negotiations and disputes
  • Develops and oversees the Union’s industrial strategies
  • Take responsibility for any litigation that the Union is involved in and for the authorisation of disputes
  • Ensures that all notifications to the Fair Work Commission and the Registered Organisations Commission are correctly made
National Assistant Secretary
  • Take responsibility for key projects (currently including the re-design of the Union’s systems, database and websites)
  • Develops and implements strategies such as the Work Health and Safety strategy
  • Writes parliamentary submissions on areas of expertise
  • Advocates in Parliament for the Union and its members
  • Undertakes key work for the National Executive such as the Code of Conduct
  • Takes responsibility for WHS issues relating to staff including the development of mentally healthy workplace strategies
  • Contributes to the development of industrial strategy
  • Participates in bargaining at key sites
  • Assists with rules and compliance needs
